Operating a Public Safety Answering Point (PSAP) or a designated Public Safety Dispatch Point (PSDP) comes with a great amount of responsibility. Unfortunately, Public Safety Departments and their personnel face increased liabilities in today’s litigious society. PSAP/PSDP Centers must build a solid foundation based on industry standards and procedures to be successful and greatly reduce exposure to liabilities.

Sadly for many PSAP/PSDP's, there are no formal procedures and guidelines when it comes to management in Dispatch. Exasperating this issue is the fact that supervisors are often assigned on a “temporary basis”. After years of being in dispatch many supervisors are transferred to another post (starting a new position), which in turn leads a PSAP to restarting the sequence of training a new supervisor with limited experience. It’s this lack of documented protocol, coupled with inconsistencies in management, that can lead to dispatchers developing self-reliance or “free-lancing” protocols. These self developed protocols can create liabilities for the dispatchers as well as the PSAP Agency.
